Inspection & Permitting Fees

CHARGED AT THE COUNTY GROWTH MANAGEMENT DEPARTMENT.
Section I. PERMIT, PLAN REVIEW, INSPECTION, AND MISCELLANEOUS FEES.
- Total fee amount. The total fee shall be determined by adding the amounts calculated for the building permit fee (subsection (2), below) plus all applicable sub-permit and other fees as provided in subsections (2) through (17), below, unless otherwise specified in this section. A base fee of $70.00 shall be required for all building permits and each sub-permit.
- Building permit fee.
1. The building permit fee for all new buildings shall be calculated using table 1, below. The valuation shall be determined by application of the June 2016 square foot construction cost table promulgated by the International Code Council attached hereto as provided in table 2, below. Multiple-use facilities shall be based on the primary use of the facility and shall be calculated as provided in subsection (3) unless otherwise specified in this section.

2. The building permit fee for projects other than new buildings and structures (for example remodeling, renovations, reroofs, pools, docks, decks, siding, change out of windows an/or doors, boathouses, detached garages, etc.) shall also be calculated using Table 1., above; however, the valuation shall be the cost of construction. The Building Official reserves the right to request copies of contracts, invoices/estimates, and/or other materials as may be required.

4. Mechanical permit fees. The fee for inspections for all new heating, ventilating, air conditioning and refrigeration systems and repairs to existing systems shall be as provided in Table 6.

E. Moving of Building or Structure: For the moving of any building or structure a fee of $75.00 will be assessed plus a base fee. Any electrical, plumbing, or mechanical work done in conjunction with moving a building or structure will be subject to the appropriate sub-permit and base fees, as applicable.
F. Irrigation and lawn sprinkler permit: $20.00 plus a base fee.
G. Mobile home setup: For the placement or replacement of any mobile home for other than storage use, the fee shall be $35.00 plus a base fee. Any electrical, plumbing, or mechanical work done in conjunction with setting up a mobile home will be subject to the appropriate sub-permit and base fees, as applicable. As used in this part, a mobile home is a structure, transportable in one or more sections, which is eight body feet or more in width and which is built on an integral chassis and designed to be used as a dwelling when connected to the required utilities and includes the plumbing, heating, air-conditioning, and electrical systems contained therein. As used herein, the term mobile home can also mean "manufactured home" when denoting a mobile home fabricated on or after June 15, 1976, in an offsite manufacturing facility for installation or assembly at the building site, with each section bearing a seal certifying that it is built in compliance with the federal Manufactured Home Construction and Safety Standard Act. As used in this part to establish the mobile home set up fee, neither the term "mobile home" nor "manufactured home" shall apply to any structure, building assembly, or system of subassemblies, which may include structural, electrical, plumbing, heating, ventilating, or other service systems manufactured in manufacturing facilities for installation or erection as a finished building or as part of a finished building, which shall include, but not be limited to, residential, commercial, institutional, storage, and industrial structures and built to comply with the Florida Building Code. Structures built to comply with the Florida Building Code, e.g., "a DCA manufactured building", are subject to the applicable building permit, sub-permit, and base fees.
H. Demolition of building or structure. For the demolition of any building or removal (without replacement) of pollutant storage tanks, a fee shall be assessed as follows:

I. Commercial plan review and resubmittal/addendum fees. A plans examination fee of $25.00 or 25 percent of the total permit cost, whichever is greater, shall be collected at the time of application for all commercial permits subsequent to October 1, 2010. The plan review fee shall be deducted from the amount owing at the time of permit issuance. Re-submittals and addendums will be assessed a fee of $75.00. A re-submittal is when plans have been rejected and are being submitted for continued review. An addendum is when changes are presented for an existing permitted project.
J. Residential plans review, re-submittals and addendums. A plans examination fee of $25.00 or 20 percent of the total permit cost, whichever is greater, shall be applied to all residential permit applications to be collected at time of permit issuance. Re-submittals and addendums will be assessed a fee of $30.00. A re-submittal is when plans have been rejected and are being submitted for continued review. An addendum is when changes are presented for an existing permitted project.
K. Plan review by the International Code Council. Any construction plans or documents deemed necessary for review by the International Code Council (ICC) shall be assessed a fee of $200.00. The electrical review of these plans or documents shall be 25 percent of the ICC Plan Review Fee.
L. Reinspection fee:
1. First reinspection - $50.00.per trip per trade.
2. Second reinspection - $100.00 per trip per trade
3. Third and subsequent reinspections $150.00 per trip per trade
M. Early power inspections:
(a) Residential: $50.00 each
(b) Commercial: $75.00 each
Note: The base fee will not be charged for early power inspections.
N. Fax fee charge: $25.00 per permit.
O. Special request for evening or weekend inspections: $100.00 per hour (a minimum of one hour will be charged).
P. Street addresses: $15.00 per lot/unit.
Q. Updating permits: Another permit will be issued for the update and fees will be assessed for the new permit, as well as a base fee.
R. List of contractor names: A fee of $30.00 + .03¢ per name shall be collected for all requests for lists of contractor names.
S. Power Service Courtesy Inspections (requested by property owner/agent or utility company prior to re-energizing existing power service): $50.00.
T. Temporary Certificate of Occupancy: The Building Official may issue a Temporary Certificate of Occupancy to allow occupation of a structure prior to issuance of the regular Certificate of Occupancy if, after coordinating with the jurisdictional fire department, utilities, and other appropriate agencies, the Building Official determines that allowing such occupancy does not pose a threat to the health or safety of any occupants or general public. A Temporary Certificate of Occupancy issued pursuant to this part shall be for a specified period of time as determined at the sole discretion of the Building Official. The charge for a Temporary Certificate of Occupancy shall be $150.00. Upon expiration, a Temporary Certificate of Occupancy may be re-issued upon payment of an additional $150.00. The issuance of a Temporary Certificate of Occupancy shall under no circumstances be construed to obligate the Building Official to issue subsequent Temporary Certificates of Occupancy, nor shall the issuance of a Temporary Certificate of Occupancy be construed to obligate the Building Official to issue a regular Certificate of Occupancy for any structure.

- Application and testing fees. The fee to initiate an application for the county competency board approval for a certificate of competency shall be $25.00 except for purged contractors for which the fee will be $200. Additionally, testing and reciprocity fees shall be as follows:
1. Trade exam with business and law* - $50.00
2. Business and law exam - $50.00
3. Examination retake - $50.00
4. Reciprocal letters (each municipality and county) - $50.00
*If business and law exam and trade exam are taken together, fee charged is for one exam only.
B. Annual renewal and administrative fees. The annual renewal fee for a certificate of competency shall be as follows:
- All contractors - $100.00
- Retired - $75.00
- Late fees if submitted 30 days or more after expiration (excluding state certified) - $100.00 if renewed during first year past 30 days; $200.00 if renewed after one year past the initial 30 days following expiration.
- Change of status (excluding state certified) - $100.00
- State certified administrative fee - $35.00 for liquid petroleum, State Fire Marshall, and Mobile Home Installers only
- Staff assistance with state license package - $50.00
